据国外媒体报道，从9月15日开始，使用美国技术、软件设计和制造芯片的厂商，向华为销售和制造芯片就需要得到美国批准，目前已有多家公司向美国提出了申请，高通也在其中。
高通向美国申请向华为出售芯片的消息，是高通CEO史蒂夫·莫伦科夫（Steve Mollenkopf）透露的。
从外媒的报道来看，莫伦科夫是在当地时间周三透露他们已向美国提出申请的，高通在当地时间周三发布了财报，在财报发布之后，他透露了这一消息。
不过，莫伦科夫也表示，虽然他们提出了向华为出售芯片的申请，但目前尚未收到任何回复，他也未透露是在何时提出申请的。
