但两者的不同之处在于，光子芯片主要通过使用芯片上的光波导、光束耦合器、电光调制器、光电探测器和激光器等仪器来操作光信号，而不是电信号。电子芯片擅长数字计算，而光子芯片则擅长传输和处理模拟信息。
因此，目前光子芯片主要用于光纤通信、化学，生物或光谱传感器、计量、经典和量子信息处理等特定应用，能够适用于各种各样应用场景的可编程光子芯片（Programmable PIC），仍然发展缓慢。
